A reply to the activity does not appear in the activity stream, although I would expect it to. If that's not possible, maybe the solution would be to bump the entire discussion around the activity in a “compressed format”?

It doesn't bump the activity in the same way a blog comment doesn't bump the post. It's in chronological order. Comments will show on a user profile, or you can add the discussion to your favorites. You can add comments into the stream by adding a "display_comments=stream" to the activity loop template tag.

Perhaps something like this will be a future, configurable option in the BP admin area, but for now use this plugin:
