Wrong quotes in private messages and forums

If name of forum topic has double quotes ("), they converts to this: ».
And this converting is wrong, because both of quotes (opening and closing) looks like closing quotation mark (»).

The same picture you can see in private messaging. For example, I write:

Hello, "BuddyPress"

And have:

Hello, »BuddyPress»

I don't know why, but in testbp.org quotes are "" anyway.
