Add new action for adding tab before @mentions on activity index HAS-PATCH

My plugin adds a tab to the activity index. Currently there is only one action for adding a tab, and its after the @mentions tab. It would look much cleaner if the tab was before the @mentions tab.

Here is a patch to add an action.
