BP forum posts need anchors/ids

Description
In BP forum posts, there is no way to reference a post because there is no link to the anchor in the forum post.
Suggestion: Add a link to the timestamp with a link to the post-id (it's already there, so we should link to it!).
Also the activity stream should use this anchor as the "View" link for forum posts.
