Settings: Disable avatar uploads: Users can still upload avatars

Trunk install, Single WP, Default theme

Select Disable avatar uploads? (Gravatars will still work) to Yes

When visiting a user profile page, i still see the option to upload an avatar

seems bp_avatar_upload_form() is not being called on change-avatar.php
