'Create a blog' doesn't work. No option on member profile blog page.

Description
The 'Create a blog' option menu in the buddybar doesn't work - URL is http://example.com/members/admin/blogs/create-a-blog and it redirects back to the home page.
Also, on http://example.com/members/admin/blogs/, there is no button to create a new blog. Yes, blog registrations are open. SVN rev 2237.

current_action changed to 'create'. Patch attached (simple find-and-replace, not tested).
Still need a patch to add a 'register blog' button on http://example.com/members/admin/blogs/.
