New user can't register, bad email activation url

Description

New users can not complete their registration because an invaled URL is sent to the user. The URL is missing the home blog url and only displays the key token.

It displays like this: ​http://?key=asdasdadsasadd

Plugging in the correct site url, testpb.org/activate, does work.
