Profile picture cropping not working with smaller pictures

Description

It seems that if you upload a profile picture that is less than 1024x768 ish... the cropper will not work.

The cropper also now doesn't work unless the photo is 400 pixels, so if this is a constant, could we add a message to users giving this requirement on the avatar page?
