Recommend this Blog to a friend

1)
can you do something like "Recommend this Blog" to a friend ? (external friend). So the user can send a specific blog-URL to e-mail-addresses which he needs to enter.

2)
Another idea would be to "Recommend this friend" (in order to introduce one of my friends to another person within my friends-network).

#1 can be accomplished through many WP plugins such as Share This!, Add This!, Tell A Friend, Add To Any, etc.

#2 sounds like a decent idea. Not sure if it should be a core feature though, more like a BP plugin.

Agreed with r-a-y's comments. We're going to be asking for 1.3+ BuddyPress features in the near future so you could suggest idea 2 then.
