Normalize _is_ functions. Introduce new _is_ functions for other $bp globals.

Move more functions out of core component and into users component.

Move deprecated core functions into bp-core/deprecated folder, and move to file named for BP version they were deprecated in.

Move WP Profile into template (if XProfile is not active.)

Convert forums component to use BP_Component class and split loader file into smaller parts.
