BP Setup menu still stuck to top of wp-admin menu

We made a change a while back to let the BuddyPress menu group fall to the bottom of the list of items in the main wp-admin navigation. While testing, I noticed the version of the BuddyPress menu group that we add while in the Setup steps still sticks at the top of the list.

Do we want to move this down for consistency, or keep it high for prominence?
